Commute comes first, because it is the one thing you cannot change later without moving again. Houston is large and its traffic is directional; drive the route at the hour you would actually drive it before you decide anything.
School zoning comes second, and it does not follow city or subdivision lines. Two houses on the same street can be zoned differently, and zoning is redrawn from time to time, so check the current attendance zone for the specific address.
After that: flood history, which is public and worth pulling; whether you want a master-planned community or an established neighbourhood; and your realistic timeline, because a relocation with a firm start date is a different search from an open-ended one.
